The Canadian Investment Regulatory Exam (CIRE) is the entry point to CIRO's new proficiency model. It replaced the previous course-based licensing model in 2026 and is the required proficiency exam for registration as an Investment Representative (IR). An IR can execute trades for clients but cannot advise on trades. Advice is permitted under the Registered Representative (RR) category, which requires additional proficiency requirements.
The Retail Securities Exam (RSE) is a CIRO proficiency exam for candidates pursuing registration as a Registered Representative (RR). In combination with CIRE, it is the required proficiency exam for individuals who advise and trade on behalf of retail investors. The RSE focuses on client-facing responsibilities including suitability, product knowledge, disclosure requirements, and CIRO's regulatory expectations for RRs.
ReadyRating is a real-time readiness signal that updates as you practice. It's designed to give you a clear, data-driven answer to "Am I ready to book the exam?"
The score ranges from 1 to 5, with each level reflecting your probability of passing:
- ReadyRating 5: Greater than 80% probability of passing. Our Pass Guarantee applies at this level.

- ReadyRating 3: 51% to 60% probability of passing. This is considered the absolute minimum.

An Investment Representative (IR) can execute trades for clients but cannot provide investment advice. A Registered Representative (RR) can both trade and advise. Becoming an RR requires passing both the CIRE and RSE exams. Becoming an IR requires the CIRE only.

Note that CIRO charges its own exam fees directly: $475 for your first attempt, covering up to three attempts within a 12-month enrolment period, and $300 per second or third attempt. These are paid directly to CIRO at the time of enrolment and are separate from your BCC course fee.

The fee for a first exam attempt within an enrolment period is $475. An enrolment period lasts a maximum of 12 months, during which you may attempt the exam up to three times. Retake fees are $300 for each second and third attempt. If you fail three times within a 6-month period, a 6-month cooling-off period applies. Content and assessments are structured to reflect how knowledge is evaluated, not just what topics exist. This applies to all exams in CIRO's proficiency framework, including CIRE, RSE, and other registration exams.
If you enrolled in a CSI course before January 1, 2026, successfully completed it and its exam before January 1, 2027, and your sponsoring dealer submits your application before January 1, 2027, your prior coursework may be recognized under the previous proficiency requirements. We'd recommend speaking with your sponsoring firm to confirm whether this applies to your situation.

CIRO's new proficiency model replaced the previous course-based licensing system for Investment Dealer Approved Persons as of January 1, 2026. Rather than requiring candidates to complete prescribed courses, the new model is exam-centric — giving you the flexibility to prepare in the way that works best for you before writing a proficiency exam. It's designed to uphold high standards while making the path to registration more accessible.

Insurance

Office Hours are live, virtual sessions built around your questions. Each LLQP module has its own session, so you join the one that matches what you are studying. Sessions are interactive and student-driven, so study first and bring your questions. After you buy the course with office hours included, you will get details by email on how to register and join each session.
You have access to the LLQP for 1 year. If it expires, you will need to re-enrol in the course and start from the beginning. Previous progress cannot be transferred over.
Your certification exams are proctored online. You will need a computer with a working webcam and a built-in or standalone microphone, plus a stable internet connection. Headphones with a built-in microphone are not accepted per exam guidelines. Get your setup ready before exam day.
The Life Insurance and Segregated Funds & Annuities modules — the two remaining modules required for full LLQP certification. Life Insurance Taxation Principles is also included as a non-examined reference module.

After passing all certification exams, BCC updates your CIPR (Canadian Insurance Participant Registry) record. You then register for and write your provincial licensing exam through the regulator in your province. Once you pass, you apply for your licence through your provincial insurance council or regulator.
After you pass the required certification exams, BCC will continue to support the certification process so you can move forward with your provincial licensing exams.
CISRO/OCRA regulations allow four attempts per module for your BCC certification exams. After four unsuccessful attempts, you'll need to re-enrol in the full course. Provincial licensing exams have their own four-attempt limit, administered separately by your provincial regulator. Contact BCC's support team and we can help you plan your next steps.

The score runs from 1 to 5:
- ReadyRating 5: Greater than 80% probability of passing. Pass Guarantee applies.
- ReadyRating 4: 61% to 80% probability of passing.

Your ReadyRating reflects demonstrated performance across exam-aligned concepts, not just content completion.
The LLQP is the mandatory pre-licensing program for Life and health insurance agents across Canada. The PQAP is the French-language equivalent, covering the same content and valid in all Canadian jurisdictions including Quebec. The GLQP is a separate program for entry-level general insurance licensing in Alberta, covering property and casualty insurance rather than life and health.
Once you pass the certification exams, you can register for your provincial exams with your provincial regulator and finalize licensing.
The Common Law course is designed for all Canadian provinces except Quebec. The Civil Code (Quebec) course is designed specifically for Quebec's Civil Code legal framework and prepares you for AMF licensing. If you plan to practice in both, you'll need to complete the base course for one jurisdiction and the Ethics & Professional Practice module for the other.
You will be able to book your provincial exams after you pass all required certification exams in your course. After completion, it takes about 1 business day to get certified. We will send you an email confirming your certification.
If you want to sell life insurance, health insurance, or segregated funds anywhere in Canada outside Quebec, start with the LLQP Common Law. If you want to practice in Quebec, start with the LLQP Civil Code, which meets AMF requirements. If you want to sell property and casualty insurance in Alberta, the GLQP is your starting point.
